Exoneration official for Dallas County man cleared by DNA
The Texas Court of Criminal Appeals has finalized the exoneration of Steven Charles Phillips. Mr. Phillips was cleared by the trial court in August. Mr. Phillips was convicted by two juries and pled guilty to other sex crimes to avoid lengthy prison sentences. At the time of his arrest, he was thought to be responsible for crime sprees in Dallas and Kansas City.
